Within the framework of the agreement reached by the European states at the Vienna Congress held in 1815 to eliminate piracy and ensure the release of captive Christians, an Anglo-Dutch fleet under the command of British Admiral Lord Exmouth went to Algeria and shelled the city of Algiers on August 27, 1816. As a result of this attack, Dey (Dayi) of Algeria (Cezayir) Ömer Ağa was forced to make an agreement with England and the Netherlands and agreed to hand over the Christian prisoners and pay war compensation. The engraving depicts a meeting between Dey (Dayi) of Algeria (Cezayir) Ömer Ağa and the members of the council before these attacks.
